    The United States is pulling back from the NATO alliance, Europeans are re-arming, and Russia continues its conquest of Ukraine. Are these developments normal challenges to the alliance or are tensions now likely to foment an entirely new security order? This session of DCFR puts Transatlantic relations in historical context and invites a broader conversation about what’s to come—and what we can do about it.

    Rachel A. Epstein is a professor of international relations, with a focus on both international political economy and international security. Her research spans topics from financial crises, the politics of foreign bank ownership, and financial reform to the enlargement of the European Union and the North Atlantic Treaty Organization and those organizations' effects on target states. With a particular focus on East Central Europe, Epstein's research has examined democratic erosion in the region, Russia's invasion of Ukraine, and the developmental prospects of post-communist states for catching up in the European and global economies.

    Epstein has also served as a lead principal investigator on a number of collaborative grants, including from the Carnegie Corporation of New York on responsible policy engagement. This work explores the ethical dilemmas that researchers confront as they share their scholarly findings with policymakers or become involved in policy processes directly. Epstein and her colleagues' research in this area alerts scholars to the possibility that conflicts of interest, concealed political commitments, and threats to ethical redlines may emerge in unexpected ways in the research-to-policy interface. Findings from the team also infuse the curriculum at the Korbel School and beyond. It is imperative that researchers and practitioners alike consider the ethical dimensions of traditional international relations theorizing and the ways in which methodological and research design choices elevate some interests above others.

    Professor Epstein has had a number of appointments beyond the Korbel School as well as administrative positions within the School. She has served as a Jean Monnet post-doctoral fellow, a Transatlantic research fellow, and as a Senior Fellow at the Robert Schuman Centre for Advanced Studies at the European University Institute in Florence, Italy. She was also a Senior Fellow at the Otto Suhr Institute of Political Science at Free University in Berlin. From 2014 to 2018, Epstein was co-editor of the Review of International Political Economy. Professor Epstein was Associate Dean for Faculty Affairs and Research from 2018 to 2021 and then Senior Associate Dean of the Korbel School until 2024.

    Explore the Issue - Debate the Questions: A ‘DCFR salon’ is a social gathering where people respectfully discuss, exchange, and consider critical ideas, policy, and philosophy with respect to international relations and its impact on Colorado and the world.

    Please note, DCFR Salons are members-only and it is limited to the first 15 guests. This is your chance to really get to know other members and learn from each other! 

    Some questions to be debated:

    A.   Europe's GDP is roughly  6-8 times larger than Russia's yet Europe is seemingly intimidated by Russia - Why?  

    B.   Europe has been largely dependent on the U.S. for its safety and security since World War II:  Has that been a big mistake?   Why or Why not?   

    C.  The EU and NATO have adopted  policies of inviting former Soviet Republics into their fold - has this been a mistake or has it been wise?     

    D.  How should NATO deal with current and continuing threats and provocations from Russia?  

    E.  Today what two pieces of advice would you give to President Trump and Secretary of State Marco Rubio concerning American foreign policy and Europe, Ukraine and Russia?

    Fresh from the failure of 30 years of UN climate conferences, Hunter Lovins will speak about why the nations won't address the crisis, and how to implement the known solutions in communities around the globe.

    Hunter Lovins is President of Natural Capitalism Solutions. NCS helps companies, communities and countries implement more regenerative practices profitably.  

    A professor of sustainable business management at Fordham University, Hunter teaches entrepreneuring and coaches social enterprises around the world. A Managing Partner of NOW Partners, she is also a board member of Aquion and several non-profits. Hunter has worked in energy, regenerative agriculture, climate policy, sustainable development and resilience for 55 years.

    A consultant to industries including International Finance Corporation, Unilever, Walmart, the United Nations and Royal Dutch Shell, as well as sustainability champions Interface, Patagonia and Clif Bar, Hunter has briefed heads of state, the UN, and the US Congress, leaders of the numerous local governments, the Pentagon, and officials in 30 countries. 

    Author of 17 books, including the recently released A Finer Future: Creating an Economy in Service to Life, which won a Nautilus Award, Hunter has won dozens of awards, including the European Sustainability Pioneer award, and the Right Livelihood Award. Time Magazine recognized her as a Millennium Hero for the Planet, and Newsweek called her the Green Business Icon.

    Andrew Browning, President, Western States and Tribal Nations Energy Initiative (WSTN) 

    Join DCFR as Mr. Browning shares the potential foreign markets, especially in East Asia, for clean LNG originating Colorado and western states, and what that represents as value for our economy at home.  He will also share the North American and geopolitical developments in the western states, the Trump Administration and Congress that impact the long-term potential for the industry and groups like WSTN. 

    Andrew Browning is one of principal founders and President of the Western States and Tribal Nations (WSTN) Energy Initiative.  WSTN is a unique public/private partnership between western states, counties and tribal governments, and natural gas industry stakeholders with a focus on building comprehensive and effective regional collaboration under a formal MOU to advocate for and develop local and global markets for Rockies natural gas.  The MOU is signed by the States of Utah, Wyoming, New Mexico, Baja California, Mexico, the Ute Indian Tribe, the Southern Ute Indian Tribe, the Jicarilla Apache Nation and the counties of western Coloradoincluding Garfield, Mesa, Moffat and Rio Blanco.

    Andrew is also a Partner with HBW Resources.  He head’s HBW’s Denver office where he provides strategic counsel on political risk management, issues management, grassroots, and advocacy expertise to oil and gas, utility, renewable energy, government, and manufacturing clients. 

    With over 25 years of experience in both the private and government sectors, Andrew Browning was previously Director of Government Relations at Methanex –the world’s largest methanol producer and distributor- and a White House appointee to the U.S. Department of Energy during the Clinton administration where he served as a special assistant in the Office of Fossil Energy.  

    Andrew served as an adjunct professor, focusing on Energy Geopolitics in the Energy Management Program at Norway’s Bodø Graduate School of Business at University of Nordland, which is a collaborative program with the International Institute of Energy Politics and Diplomacy (MIEP) at MGIMO University in Moscow, Russia.

    Andrew holds an M.A. in International Affairs with a focus on Energy and Environment and International Economics from the Johns Hopkins School of Advanced International Studies(SAIS) and a B.A. in Political Science with a minor in Economics from the University of Texas-Austin.

    Ambassador Rick Barton is a lecturer at Princeton University’s School of Public and International Affairs, where he served as co-director of the Scholars in the Nation’s Service Initiative from 2016-23. Author of Peace Works: America's Unifying Role in a Turbulent World, Barton was the first Assistant Secretary of State for Conflict and Stabilization Operations, America’s ambassador to the Economic and Social Council of the United Nations in New York, the UN’s Deputy High Commissioner for Refugees in Geneva and founded USAID’s Office of Transition Initiatives. He led peacebuilding initiatives in over 40 crisis zones across the globe, from Haiti, Iraq, Nigeria, Burma to Pakistan.

    He advises numerous non-profits and public service institutions and serves on boards.  A regular contributor on major policy discussions, Barton’s pieces have appeared in a wide range of publications, including the New York Times, New York Daily News, Philadelphia Inquirer, The Hill, Los Angeles Times, and many more.
