    Andrew Browning, President, Western States and Tribal Nations Energy Initiative (WSTN) 

    Join DCFR as Mr. Browning shares the potential foreign markets, especially in East Asia, for clean LNG originating Colorado and western states, and what that represents as value for our economy at home.  He will also share the North American and geopolitical developments in the western states, the Trump Administration and Congress that impact the long-term potential for the industry and groups like WSTN. 

    Andrew Browning is one of principal founders and President of the Western States and Tribal Nations (WSTN) Energy Initiative.  WSTN is a unique public/private partnership between western states, counties and tribal governments, and natural gas industry stakeholders with a focus on building comprehensive and effective regional collaboration under a formal MOU to advocate for and develop local and global markets for Rockies natural gas.  The MOU is signed by the States of Utah, Wyoming, New Mexico, Baja California, Mexico, the Ute Indian Tribe, the Southern Ute Indian Tribe, the Jicarilla Apache Nation and the counties of western Coloradoincluding Garfield, Mesa, Moffat and Rio Blanco.

    Andrew is also a Partner with HBW Resources.  He head’s HBW’s Denver office where he provides strategic counsel on political risk management, issues management, grassroots, and advocacy expertise to oil and gas, utility, renewable energy, government, and manufacturing clients. 

    With over 25 years of experience in both the private and government sectors, Andrew Browning was previously Director of Government Relations at Methanex –the world’s largest methanol producer and distributor- and a White House appointee to the U.S. Department of Energy during the Clinton administration where he served as a special assistant in the Office of Fossil Energy.  

    Andrew served as an adjunct professor, focusing on Energy Geopolitics in the Energy Management Program at Norway’s Bodø Graduate School of Business at University of Nordland, which is a collaborative program with the International Institute of Energy Politics and Diplomacy (MIEP) at MGIMO University in Moscow, Russia.

    Andrew holds an M.A. in International Affairs with a focus on Energy and Environment and International Economics from the Johns Hopkins School of Advanced International Studies(SAIS) and a B.A. in Political Science with a minor in Economics from the University of Texas-Austin.

    The Posner Center for International Development, the Tuesday Group Community, and the Denver Council on Foreign Relations invite you to a monthly gathering:

    GLOBAL COLORADO Social Mixer — a relaxed, welcoming space for everyone interested in Colorado’s connections to the world.

    What:
    An informal BYOB social mixer and happy hour to meet new people, reconnect with colleagues, and build community across international development, diplomacy, global affairs, education, business, and civil society.

    Why:
    Colorado has a rich and growing global footprint. This is a chance to celebrate and strengthen those international connections — and to make Denver a vibrant hub for global community, ideas, and collaboration.

    Who:
    All who care about global affairs and Colorado’s positive role in the world — practitioners, students, academics, nonprofit and business leaders, returnees, newcomers, and the globally curious.

    How:
    Just show up, grab a drink, and join the conversation. No program, no speeches — just good people and great connections.

    Be part of a lively, intimate discussion about the new National Security Strategy (NSS) of the United States, which introduces dramatic and consequential shifts in American foreign policy. The NSS has been both hailed as a creative, realistic, and pragmatic vision for America's future and derided as a flawed, historically inept, and dangerous manifesto for America's decline and collapse as leader of the free world. Come share your views on this novel approach to America's role in the world.

    Expect differing opinions, opposing positions and contrasting views. Come prepared to share your views and speak your mind about some of the most pressing international issues facing us today! 

    Explore the Issue - Debate the Questions: A ‘DCFR salon’ is a social gathering where people respectfully discuss, exchange, and consider critical ideas, policy, and philosophy with respect to international relations and its impact on Colorado and the world.

    Please note, DCFR Salons are members-only and it is limited to the first 15 guests. This is your chance to really get to know other members and learn from each other! 

    Some questions to be debated:

    1. "America First," this may be good politics - is it good foreign policy?
    2. In the first year of this Administration, the U.S. has bombed or put "boots on the ground" in Venezuela, Syria, Iran, Yemen, Iraq, Nigeria and the Caribbean Sea -- is this America First protecting American interests or is it foreign interventions diverting attention and resources from America?
    3. Among issues in this Administration's NSS - as opposed to all prior NSS's - of possible concern are (a) a lack of any foreign power identified with malign interests to the U.S., (b) human rights are not mentioned as a goal or priority of American foreign policy, (c) the EU is quickly dismissed as approaching "civilization erasure." Progress....or a problem? and (d) adopting a "corollary to the Monroe Doctrine" (Donroe Doctrine) which purports to elevate the Western Hemisphere to exclusive U.S. hegemony?
    4. Vladimir Putin's spokesman, Dmitry Peskov, said that the NSS is "...largely consistent with our vision." Does this bode for good or difficult relations with Russia?   
    5. Dr. Henry Farrell, Prof. of International Relations - Johns Hopkins, has suggested that the EU/NATO allies use its "trade bazooka" (total trade war including higher tariffs, trade embargos, deny access to financial markets, ban foreign investment, revoke intellectual property rights, etc., etc.) to retaliate and punish the U.S. for its military and economic threats demanding Greenland and other subservient behaviors.  Is the U.S. triggering a trade war with its closest allies?

    DCFR is excited to partner with the National Defense Industrial Association (NDIA) and the Harvard Business School Club of Colorado (HBS CC) to bring together a distinguished panel exploring critical questions in today's threat landscape.

    Amid escalating geopolitical tensions, nation-state actors (including those from Russia, China, and Iran) continue to target critical infrastructure through persistent cyber campaigns, while hybrid warfare blurs lines between state-sponsored disruption and criminal ransomware. Ransomware incidents surged dramatically through 2025, with critical sectors like energy, manufacturing, and utilities hit hardest. The rapid emergence of agentic AI—autonomous systems capable of independent decision-making—amplifies risks, enabling faster, more sophisticated attacks, tool-chain vulnerabilities, and potential exploitation of non-human identities. These trends heighten concerns over adversarial access to robotic and autonomous fleets in defense, logistics, and industry.

    The discussion will center around, but will not be limited to, the following questions:

    1. How to protect our critical infrastructure?
    2. How to protect our companies and their IP?
    3. How to avoid foreign/rogue adversaries hacking robot fleets?

    Ambassador Rick Barton is a lecturer at Princeton University’s School of Public and International Affairs, where he served as co-director of the Scholars in the Nation’s Service Initiative from 2016-23. Author of Peace Works: America's Unifying Role in a Turbulent World, Barton was the first Assistant Secretary of State for Conflict and Stabilization Operations, America’s ambassador to the Economic and Social Council of the United Nations in New York, the UN’s Deputy High Commissioner for Refugees in Geneva and founded USAID’s Office of Transition Initiatives. He led peacebuilding initiatives in over 40 crisis zones across the globe, from Haiti, Iraq, Nigeria, Burma to Pakistan.

    He advises numerous non-profits and public service institutions and serves on boards.  A regular contributor on major policy discussions, Barton’s pieces have appeared in a wide range of publications, including the New York Times, New York Daily News, Philadelphia Inquirer, The Hill, Los Angeles Times, and many more.
