The Denver Council on Foreign Relations is honored to present Phil Washington, CEO of Denver International Airport with this year’s Leadership in Global Engagement Award.

In an era defined by supply chain shifts and geopolitical tensions, how does a landlocked city maintain one of the world's most critical global connections? In a candid fireside chat moderated by Ashley Forest, DEN’s Public Information Officer, Phil will pull back the curtain on how they are future-proofing their operations through cutting-edge technology—from AI-driven biometric passenger flows to the pioneering exploration of other tech.

Beyond the modernization effort, they will explore DEN’s ambitious "Vision 100" strategy: a goal to become the world’s greenest airport by decoupling explosive passenger growth from environmental impact.

Drawing on personal stories from the helm of one of the world's most complex operations, Phil offers a rare look at the leadership required to keep the "Mile High" city moving. The conversation will also look toward the strategic frontier of Denver’s global reach, discussing the critical need for new international connections—with a special focus on the untapped potential of direct routes to Africa. Join us to discover how DEN is navigating the complexities of the 21st century to ensure Colorado remains a sustainable, innovative, and connected global powerhouse.

Phillip A. Washington is the Chief Executive Officer at the Denver International Airport (DEN). He was initially nominated by former Denver Mayor Michael Hancock in July 2021 and most recently by current Mayor Mike Johnston in July 2023. Phil was unanimously confirmed by the Denver City Council as Chief Executive Officer (CEO) of the Denver International Airport (DEN) both times. In 2024, DEN was the nation’s 3rd busiest airport by passenger traffic. The annual economic impact of DEN is $47.2 billion, and the airport has over 40,000 total badged employees with 26 commercial airlines and regional carriers and a total of 232 destinations (domestic and international). Within weeks of Phil’s arrival, he set forth a vision for DEN, Vision 100, that will prepare the airport to accommodate 100 million passengers, a 30% increase in passengers, by 2030.

Prior to Washington’s arrival at DEN, he was the CEO of the Los Angeles County Metropolitan Transportation Authority (Metro) from March 2015 to May 2021. As Metro’s CEO, Washington managed a balanced budget of $8.5 billion, was responsible for overseeing between $18-$20 billion in capital projects and provided oversight of an agency with 11,000 employees that transported 1.2 million boarding passengers daily on a fleet of 2,200 clean-air buses and six rail lines. Metro is the lead transportation planning, programming, and financing agency for LA County. As such, it is a major construction agency that oversees bus, rail, highway, and other mobility-related infrastructure projects – together representing the largest modern public works program in North America. Washington was also engaged and partnering in all facets of transportation and infrastructure in LA County including aviation, goods movement, freight/railroads, water, public works, housing, congestion pricing/mitigation, and transit-oriented communities (TOCs).

What happens to global health when U.S. leadership pulls back—and what are the strategic consequences? Using the contraction of USAID and funding pressures on the World Health Organization as a starting point, this discussion will examine how gaps in investment, coordination, and core functions—prevention, surveillance, and response—can drive contagion, societal disruption, and shifting migration patterns.

We will start by discussing the current event regarding the cruise ship hantavirus outbreak and its implications in managing global health diplomacy. We will then focus on how these dynamics intersect with diplomacy, strategic competition, and national security; where other actors may step in; and what is ultimately at stake for global resilience, humanitarian outcomes, and U.S. interests.

Moderator: May Chu PhD, clinical professor appointment at the Colorado School of Public Health, senior technical consultant for USAID and WHO, former assistant director for public health to the White House during 2014-2016, former Director of the CDC’s system-wide laboratory enterprise.

Dr. Chu's areas of expertise are:

    • Global outbreak and response
    • SARS
    • Pandemic influenza
    • Biosafety
    • Infection control and prevention

The United States has entered an unprecedented "Mega-Decade" of hosting global sporting events. From the 2026 World Cup to the 2028 Los Angeles Summer Olympics, the eyes of the world are turning toward America. But these tournaments are more than just athletic competitions; they are high-stakes instruments of soft power, diplomatic platforms, and significant economic engines. As our nation prepares to host the world, we must ask: how do we leverage this moment to showcase American values, and what are the hidden costs of turning sport into a geopolitical tool?

Allison Wagner is a decorated Olympic swimmer, a distinguished advocate for sport integrity, and a dedicated leader in athlete relations. A 1996 Olympic silver medalist in the 400-meter individual medley, Wagner enjoyed a prolific competitive career that included 13 U.S. National Championship titles, NCAA championship honors, and 11 All-American recognitions while swimming for the University of Florida. Notably, she held a world record in the 200-meter individual medley (short course) for nearly 15 years, a testament to her enduring legacy as one of the most versatile and resilient athletes of her era.

Today, Wagner channels her deep personal experience with the complexities of elite sport into her professional mission. As the Director of Athlete and International Relations at the U.S. Anti-Doping Agency (USADA), she oversees athlete engagement for Olympic and Paralympic sport, advocating for clean athletes and working to reform global anti-doping policies. Her commitment to fairness is backed by extensive academic research, having been selected by the International Olympic Committee as one of only six Olympians worldwide for the Erasmus Mundus Joint Master’s Degree program in Sport Ethics and Integrity. Throughout her post-competitive career, she has remained a steadfast voice for athlete rights, equity, and the protection of clean sport on the international stage.

    Save the date!

Congressman Jason Crow represents Colorado’s Sixth Congressional District, encompassing Aurora and parts of Arapahoe, Adams, and Douglas Counties. He serves on the House Permanent Select Committee on Intelligence and House Armed Services Committee, on which he is the Ranking Democrat of the Intelligence and Special Operations Subcommittee.

Former Army Ranger and Bronze Star recipient Jason Crow grew up working class — he worked minimum-wage jobs during high school and enlisted in the National Guard and worked construction to help pay his way through college.

After graduating, Jason joined the active duty Army and served in the Army’s storied 82nd Airborne Division and in the elite 75th Ranger Regiment, deploying to both Iraq and Afghanistan. Even when he rose to the rank of Captain, Jason always remembered what it was like to march in the boots of an Army private. For Jason, this is the essence of servant leadership — always putting the needs of those you lead ahead of your own — and it continues to drive his approach today.

When Jason returned home, he looked for ways to continue to give back. Jason struggled to get his veterans benefits and knew others were having similar challenges transitioning from service to civilian life so he went to work helping veterans across Colorado. As an attorney, Jason was named Denver’s Pro-bono Lawyer of the Year for work helping service members transition from military to civilian life.

Whether combatting the climate crisis, creating better, higher-paying jobs for hardworking families, or preventing gun violence, Jason is focused on putting Colorado and our country ahead of politics and partisanship.

The Denver Council on Foreign Relations presents:

The third Annual Future of Space Policy Forum and Expo©— bringing together the U.S. foreign policy and space communities to tackle complex questions neither can answer alone.

In 2026, the "Wild West" of space is getting crowded. With the U.S. transitioning space traffic management to civilian hands (TraCSS) and China rolling out their massive G60 and SatNet megaconstellations, the margin for error has shrunk. History tells us that large frontiers don't stay spacious for long. The 2026 DCFR Space Policy Forum asks a pointed question: in a domain with no governing authority and no "space police," who is responsible for defining and enforcing accountability — and who will foot the bill if no one steps up?

Key questions the panelists will tackle:

    • As private companies launch thousands of satellites beyond the reach of international law, how do we hold them accountable — and can national governments effectively regulate what their corporations do in orbit?

    • What governance models, international agreements, or emerging technologies give us the most reason for optimism that orbital space can be managed sustainably over the next decade?

    • What is the Kessler Syndrome, and is it something we should even worry about?

    • If a country simply fails to clean up its debris and critical orbital corridors become impassable, is that negligence — or an act of aggression?
